My Writing Skills Has Effectively Improved - 1078 Words

I remember when I first came to the Wilkes University, one of my edifier (?) (Friend, teacher, mother) told me Don’t judge your class in the beginning, judge your class at the end of course†. In the beginning of my classes I was very nervous about how to write an essay. However, I believe my writing skills has effectively improved. To be honest, English 101 wasn’t an easy class for me in the beginning. College writing is entirely different from high school writing. I always have trouble with grammar when I write English essays, and it’s harder for me to learn and improve my skills in a short amount of time. I’m a young woman who transferred from China to America and I’m not that familiar with how to utilize English compared to a young woman who’s who is from the United States of America. That has never stopped me from trying and I will never give up. I like challenges and difficult tasks, it tests my will and helps to achieve the goal I have set for myself. During this sixteenth week, my writing skill improved dramatically compared to the beginning of the semester. That may not be noticeable to others, but to me the improvement in my writing skill is very evident. This course has helped me to understand the difference between college and high school writing. Some of these characters are good, while some of them are evil. These characters raise and sink the audiences hope throughout the play. In King Lear, there are some aspects of the play that appear to have no hope. This is shown through families being destroyed, madness, and the death of certain characters. However, some characters, including Lear, Kent, Edgar and Cordelia show there are signs of hope, through their realisations of their mistakes and their loyalty. As soon as the play begins, Shakespeare immediately gives the impression that this is a play without hope. In the first scene an unstable Lear abdicates his throne, leaving the country to his daughters. Two of the sisters speak in prose at the end of the first scene. Speaking in prose usually means a character is not very well educated. However, in this occasion Shakespeare probably used the prose to show the audience not that they were low in society, but they are of low character, which highlights their character faults. The sisters only speak in prose though when they are alone, which is where they reveal their true selves. Shakespeare uses language throughout the play to help the audience distinguish between characters qualities and their true intentions. This meant the sisters words were exaggerated and very insincere, though they still manage to fool Lear. In the first scene though, the most important thing that shows the play has no hope, is when Lear banishes Cordelia and Kent, probably the two most loyal people in the country. In this scene Lear is also displaying sign of blindness, which suggests that worse is yet to come. The hints of blindness are shown on lines 153 when it says The true blank of thine eye. Also on line 119 Lear says Hence, and avoid my sight! Blindness plays a huge part in the play and is one of the things that make King Lear a play without hope. Though it is Gloucesters blindness and Lears madness that makes them realize their tremendous errors. The audience may also see the premature abdication of the king as hopeless, as during that period of time they believed God chose the king and abdicating would be interfering with the natural forces. Therefore no good can come of Goneril and Regan gaining control of the country. Through the events of scene one, the audience sees an example of a close family being torn apart. Not only is an example of close families being torn apart shown when King Lear banishes Cordelia but also when Edmund manipulates his father and brother to gain power. At the same time the families were being torn apart, so was the nation. This is because the sisters were more concerned about increasing their power hold, which descends the kingdom into civil strife. This was probably because the sisters, who were running the country, were fighting against each other, which eventually lead the country to be divided and the country going into a state of war. I feel there is no sign of hope as families were consumed by power, which led them to destroy each other. Edmund and the sisters betray their families, which break up the families beyond repair. It is true that Regan, Goneril and Edmund join forces for a short while before letting jealousy and hatred get the better of them, but this un ion is not a sign of hope, as the sisters and Edmund unite to become an unholy trinity, which is worrying for their enemies, as there seemed no possible way to defeat them. While the sisters are sidetracked by their own problems the stable and peaceful country falls apart as disorder engulfs the realm. On the other hand, near the end of the play there is a small sign of hope, when Lear meets up with Cordelia and she forgives him. Even after all that Lear has done to Cordelia; she still shows forgiveness by praying for him, to restore her fathers senses. When Lear awakes, he humbles himself before Cordelia, which makes the audience realise that Lear has learnt his lesson and become a better person because of it. During the storm Lear had to confront his failings and while witnessing the powerful forces of the natural world, Lear realised how insignificant he is in the grand scheme of things. This led Lear to reprioritise his values. Lear shows how much he regrets what he did to Cordelia by falling on his knees, which is very humbling for Lear. Lear shows how humble he has become by saying When though dost ask me blessing, Ill kneel down And ask of thee forgiveness. So well live This is the point that shows hope as Lear has got what he most wants; to be reunited with his daughter. This leads to Lear being treated like he was king again, as the words that are addressed to him were respectful. The audiences feeling of hope is heightened when the characters kneel before Lear and he is treated as a powerful monarch. However, news of the battle at the end of the scene, suggests the harmony that is achieved here is already under threat. This could have shattered the audiences hope once again. One of the strongest signs of hope in the play is shown in Cordelia. She is true and honest, which is shown when she refuses to take part in the competition to gain her part of the country. She believes that falsely flattering Lear is wrong, which shows that she loves her father with more depth and sincerity than her self absorbed sisters. Instead, Cordelia says Unhappy that I am, I cannot heave My heart into my mouth. I love your majesty According to my bond; nor more nor less This shows that even though she wants to obey her father, she cannot, as she wants to stay true to her beliefs. Unfortunately, staying true to her beliefs led her to be banished from the kingdom, as Lear could not read between the lines. Even though Cordelia has been banished, there is still hope for her, as Shakespeare rewards her with the king of France. He still accepts her as his bride, as he can see how good she is. This is a glimmer of hope for the audience as Shakespeare has introduced a character that is good hearted, which is well needed, as there is plenty of morally deprived members of society in the same scene. On the other hand Cordelia being banished is also a sign of no hope as it has disrupted the societal order, which inevitably will result in the country being in chaos. Characters similar to Cordelia are inserted in the play to give the audience hope that the evil characters will eventually get what they deserve. I feel though that throughout the play the loyal char acters are often undermined by those evil characters, which have the most power. Shakespeare painted in Cordelia as an image of light in the darkness for the audience. The fact that Cordelia dies in the last scene, seems to take away any of the hope the audience may have begun to feel. Therefore, this play can be considered a play without hope. However, towards the end of the play, there were some positive signs of hope. This is because the characters that have schemed and manipulated throughout the play, come face to face with Frances army. The outcome of this is that the sisters and Edmund get their just desserts, as all three of them end up dead. The jealously and rivalry between the two sisters eventually led to their downfall, as Goneril poisons Regan when she finds out Regan plans to marry Edmund. Regans poisoning comes as a shock, as the first clue the readers get that there is anything wrong is when Regan says Lady, I am not well; else I should answer From a full-flowing stomach. The fact that it ends up with evil fighting evil gives hope to the audience that evil can never triumph forever, as unlike good infighting is always their undoing. This proves to the audience that eventually good will prevail, as good can work together in harmony. In my opinion Goneril, Regan and Edmunds deaths seems to be richly deserved and is only suitable punishment for all harm they have done. This is a sign of hope, because after those three characters die, order can now be restored in the country and all the trouble they caused can be mended. This is also a sign of hope as all the people that have sinned have certainly been rightfully punished. All the hope that is accomplished throughout the play is shortly dissolved after Shakespeare kills off both good and bad characters. Though it is a sign of hope when the sisters die, any hope raised is demolished when Cordelia, Lear and Gloucester die. This is because Lear and Gloucester have learnt the error of their way and learnt from their mistakes. Therefore it could be argued the play has not achieved anything. Lear and Gloucester are also willing to make up for their wrong doing and becoming better people on the whole. However, what is the point in them learning all of this, if in the end they never get to live to become better people? This also shows a lack of hope for the country. If Lear had lived he would have gone back on the throne and had become a better king because of what he experienced throughout the end of the play. At the beginning of the play he was spoilt and used to no one disagreeing with him. However he would have probably been more considerate to the poor pe ople of the country. This is shown when Lear has been reduced to madness and has later been reunited with Cordelia as he says I am a very foolish fond old man Yet I am doubtful; for I am mainly ignorant This to the audience shows that he is humble and that he honestly regrets his past decisions. When Lear dies however so does the hope for the audience of the country being reunited. The only hope at the end of the play is that Edgar is still alive. Hope is heightened when at the end of the play Edgar becomes king. This is a sign of true hope as the audience already consider him to be a good person, as he remained loyal to his father throughout the time he was living as poor Tom. Edgar has also experienced life on both sides of society. He has also proved himself to be a worthy king, by suffering such hardships and remaining strong throughout. Edgar would also be able to help out the poor of the country, which would be an improvement on the previous monarchs as they lived a pampered life, which did not make them great monarchs. With this new monarch the audience can finally feel that the problems that occurred in the play can be put in the past and the country can be finally united once again. In conclusion, King Lear is infused with notions of hope, though they were often short lived and other times were only illusions. However justice seems to have been served at the end. There was plenty of evidence of King Lear being a play with no hope, but the ending manages to give the audience hope for the future. Shakespeare has shown in the play that evil will always be present and there is no hope of that changing, but eventually good will be dominant in the world of King Lear. So to sum up King Lear is a great tragedy that is full of injustice at the beginning and the restoring of justice towards the end.

He sets up the outline of the entire book in the first chapter by delineating the different princes’ and categories of principalities. According to Machiavelli’s book, he talks about warcraft and statesmanship where he considers that superior laws are track naturally from a superior military. He tries to elaborate how a sound military system is related to the formulation of sound laws for the state. Machiavelli has a rather contradicting perspective on the war; he believes that triumphant states are built after a war has been won. There are so many different definitions for these that defining it correctly once arent the case. However secularisation is overall seen to be the decline in importance given to religion. Wilson put forward the idea that religion has declined and is now less important / influential in society than it was in the past. This was known as the secularisation thesis. Wilson focuses on statistical evidence relating to religious institutions and their activity. Church attendance statistics are used for evidence of secularisation in the UK and these vary and show big differences. The fall and rise of statistics in different areas show that religion has little influence today. Interpretive sociologists say that these statistics should be treated with caution as statistics for previous centuries may be inaccurate as data wasnt collected as well as it is today, the golden myth is not accurate and it could be misleading. On the other hand present statistics may not either be reliable as different religious organisations could have different counting methods to one another and also previous centuries. Bellah questions the validity of statistics, as they dont show the full picture e. g. a person attending church doesnt have to mean that they are religious. He says that religion is a private experience and cannot be measured for most people. Statistical evidence only tells us about participation in certain institutionalised religions, not religious belief / practice as a whole. Wilson suggests that rational thinking in the shape of science has replaced religious influence in our lives because scientific progress has resulted in higher living standards. Science has also come up with convincing explanations for phenomena which were once given by religious organisations e. g. how the world was created. People have therefore become increasingly disenchanted with religion. However people say that Wilson maybe overemphasising the influence of rationality, evidence tells us that people at times prefer religious explanations to scientific explanations. Social attitude surveys tell us that 70% of the UK population profess a string belief in god. Many people subscribe to quasi religious concepts such as luck or fate. There has been a decline in commitment to beliefs. Membership of high commitment organisations has generally decreased and low commitment organisations membership has increased. The popularity of some cults may be explained by the fact that they do not demand a great deal of commitment. Wilson argues that the church is no longer involved in important areas of social life such as politics. He says that politicians have no interest in making sure their policies meet with the approval of religious leaders. The media is more likely to have an impact and direct people rather than the church. Wilson says that the church has become disengaged from the wider society and only plays a marginal role in modern society. However critics say that religion is still a major provider of education and welfare in society today. The media still shows a great interest in religious issues such as women priests or the Church of Englands attitudes to homosexuality. I thought my cousin had agreed to lend me $15,000 so that I could attend a decent college. I agreed to sign a promissory note. I showed up at the New City Brewery to sign the papers and pick up the check. I read the paper. It said for $30,000 I was selling him my interest in a vacation cabin our grandmother bought fifty years ago. The check however was only for $15,000. "I don't understand." I pushed back his Mount Blanc pen and the unsigned contract. Bill folded his arms. "In 1956 your father borrowed $6,000 from my father and I want it back." He flashed a mean smile that I hadn't seen since 1957 when the bank took away my family's house. My father took me to my cousin's house to ask for his outgrown clothing for me. That day my cousin handed me a book along with some clothes from his hamper and gave me this same vicious smile. The book was "The Prince and The Pauper". My father worked sixty hours a week for the next fifteen years paying off debts and sending his children to college. He stopped paying old debts when my mother's medical bills made that impossible. He died a few years later. I've missed him every day. I hadn't used that small cabin at the lake in a decade.

Volume-variety and design In Chapter 1 the four V’s of operations were described. These were volume, variety, variation and visibility. The first two of these – volume and variety – are particularly important when considering design issues in operations management. Not only do they usually go together (high variety usually means low volume, high volume normally means low variety) but together they also impact on the nature of products and services and processes which produce them. The volume and variety of an operation’s activities are particularly influential in determining the way it thinks about its performance objectives.The figure below illustrates how the definitions of quality, speed, dependability, flexibility and cost are influenced by the volume-variety position of the operation. [pic] Quality Quality in a low volume-high variety process such as an architects’ practice, for example, is largely concerned with the final aesthetic appearance of the building and the appropriateness of its detailed design. In an exceptionally high volume-low variety process, such as an electricity supply company, quality is exclusively concerned with error-free service – electricity must be constantly available in the correct form (in terms of voltage, frequency, etc. . The meaning of quality has shifted from being concerned primarily with the performance and specification of the product or service towards conformity to a predefined standard, as we move from low volume-high variety operations through to high volume-low variety operations. Speed Speed for the architects’ practice means negotiating a completion date with each client, based on the client’s needs and the architects’ estimates of how much work is involved in each project. Speed is taken to its extreme in the electricity utility where speed means literally instant delivery.No electricity company could ask its customers to wait for their ‘delive ry’ of electricity. Speed therefore means an individually negotiated delivery time in low volume-high variety operations, but moves towards meaning ‘instant’ delivery in some high volume-low variety operations. Dependability Dependability in processes such as the architects’ practice means keeping to each individually negotiated delivery date. In continuous operations, dependability often means the availability of the service itself. A dependable electricity supply is one which is always there.So dependability has moved from meaning ‘on-time delivery’ in low volume-high variety operations to ‘availability’ in high volume-low variety operations. Flexibility Flexibility in low volume-high variety processes such as the architects’ practice means the ability to design many different kinds of buildings according to its clients’ various requirements. With the electricity company’s process, the need for product flexi bility has disappeared entirely (electricity is electricity, more or less) but the ability to meet almost instantaneous demand changes through volume flexibility is vital if the company is to maintain supply.Flexibility has moved from meaning product flexibility in low volume-high variety operations to volume flexibility in high volume-low variety operations. Cost Cost, in terms of the unit cost per product or service, varies with both the volume of output of the operation and the variety of products or services it produces. The variety of products or services in low-volume operations is relatively high, which means that running the operation will be expensive because of the flexible and high skill levels employed. This process is used to produce highly standardized outputs in extremely large volumes. The product range is usually so narrow and highly standardized that it can be characterized as a commodity. Considerable capital investment is required, so demand for co ntinuous process products must be extremely high. Starting and stopping the process can be prohibitively expensive. As a result, the processes usually run 24 hours a day with minimum downtime (hence, continuous flow). This also allows the firm to spread their enormous fixed cost over as large a base as possible.The routing of the process is typically fixed. As the material is processed it usually is transferred automatically from one part of the process to the next, frequently with self-monitoring and adjusting. Lower-right firms require production facilities that are highly specialized, capital intensive, and interrelated (therefore, inflexible).Labor requirements are generally unskilled or semi-skilled at most. Much of the labor requirement deals with merely monitoring and maintaining equipment. Lower-right firms are also more likely to serve national markets and can be vertically integrated. Hayes and Wheelwright relate three areas affected by the use of the product-process matrix: distinctive competence, management, and organization. DISTINCTIVE COMPETENCE. Distinctive competence is defined as the resources, skills, and organizational characteristics that give a firm a comparative advantage over its competitors.Simply put, a distinctive competence is the characteristic of a given product that causes the buyer to purch ase it rather than the similar product of a competitor. It is generally accepted that the distinctive competencies are cost/price, quality, flexibility and service/time. By using the product-process matrix as a framework, a firm can be more precise about its distinctive competence and can concentrate its attention on a restricted set of process decisions and alternatives and a restricted set of marketing alternatives.In our discussion, we have seen that the broad range of worker skills and the employment of general-purpose equipment give upper-left firms a large degree of flexibility while the highly specialized, high-volume environment of lower-right firms yields very little in the way of flexibility. Therefore, flexibility would be a highly appropriate distinctive competence for an upper-left firm. This is especially true when dealing with the need for flexibility of the product/service produced. Lower-right firms find it very difficult to sidetrack a high-volume operation because of an engineering change in the product.An entire line would have to be shut down while tooling or machinery is altered and large volumes of possibly obsolete work-in-process are accounted for. Upper-left firms, however, would have none of these problems with which to contend. It must be noted though that lower-right firms may possess an advantage regarding flexibility of volume. Quality may be defined a number ways. If we define quality as reliability, then lower-right firms could claim this as a distinctive competence. Lower-right firms would have the high volume necessary to quickly find and eliminate ugs in their product, yielding more reliability to the end user. However, if we define quality as quality of design (that is, â€Å"bells and whistles†Ã¢â‚¬â€things that embody status, such as leather seats in an automobile or a handcrafted musical instrument), then quality would be seen as a possible distinctive competence of upper-right firms. Service may also be defined in more ways than one. If one defines service as face-to-face interaction and personal attention, then upper-left firms could claim service as a distinctive competence. If service is defined as the ability to provide the product in a very short period of time (e. . , overnight), then service as a distinctive competence would belong to lower-right firms. Finally, remember that high volume, economies of scale, and low cost are characteristics of firms in the lower-right quadrant of the matrix. Upper-left firms produce low volumes (sometimes only one) and cannot take advantage of economies of scale. (Imagine, for instance, what you would have to pay for a handcrafted musical instrument. ) Therefore, it is obvious that price or cost competitiveness is within the domain of lower-right firms. MANAGEMENT.In general, the economics of production processes favor positions along the diagonal of the product-process matrix. That is, firms operating on or close to the diagonal are expected to out perform firms choosing extreme off-diagonal positions. Hayes and Wheelwright provide the example of a firm positioned in the upper-right corner of the matrix. This would appear to be a commodity produced by a job shop, an option that is economically unfeasible. A firm positioned in the lower-left corner would represent a unique one-time product produced by a continuous process, again not a feasible option.Both examples are too far off the diagonal. Firms that find themselves too far off the diagonal invite trouble by impairing their ability to compete effectively. While firms operating in the near vicinity, but not exactly on the diagonal, can be niche players, positions farther away from the diagonal are difficult to justify. Rolls Royce makes automobiles in a job shop environment but they understand the implications involved. Companies off the diagonal must be aware of traps it can fall into and implications presented by their position. Also, a firm's choice of roduct-process posi tion places them to the right or left of competitors along the horizontal dimension of the matrix and above or below its competitors along the vertical dimension of the matrix. The strategic implications are obvious. Of course, a firm's position on the matrix may change over time, so the firm must be aware of the implications and maintain the capability to deal with them appropriately. The matrix can provide powerful insights into the consequences of any planned product or process change. Use of the product-process matrix can also help a firm define its product.Hayes and Wheelwright relate the example of a specialized manufacturer of printed circuit boards who produced a low-volume, customized product using a highly connected assembly-line process. Obviously, this would place them in the lower-left corner of the matrix; not a desirable place to be. This knowledge forced the company to realize that what they were offering was not really circuit boards after all, but design capability . So, in essence, they were mass-producing designs rather than the boards themselves. Hence, they were not far off the diagonal at all.ORGANIZATION. Firms organize different operating units so that they can specialize on separate portions of the total manufacturing task while still maintaining overall coordination. Most firms will select two or more processes for the products or services they produce. For example, a firm may use a batch process to make components for products, which are constructed on assembly lines. This would be especially true if the work content for component production or the volume needed was not sufficient for the creation of a dedicated line process.Also, firms may need separate facilities for different products or parts, or they may simply separate their production within the same facility. It may even be that a firm can produce the similar products through two different process options. For example, Fender Musical Instruments not only mass produces electri c guitars (assembly line) but also offers customized versions of the same product through the Fender Custom Shop (job shop). Again, the matrix provides a valuable framework for diagnostic use in these situations.OTHER USES OF THE PRODUCT-PROCESS MATRIX Additional uses of the matrix include: †¢ Analyzing the product entry and exit. †¢ Determining the appropriate mix of manufacturing facilities, identifying the key manufacturing objectives for each plant, and monitoring progress on those objectives at the corporate level. †¢ Reviewing investment decisions for plants and equipment in terms of their consistency with product and process plans. †¢ Determining the direction and timing of major changes in a company's production processes. Evaluating product and market opportunities in light of the company's manufacturing capabilities. †¢ Selecting an appropriate process and product structure for entry into a new market. It should be noted that recent empirical resea rch by Sohel Ahmad and Roger G. Schroeder found the proposed relationship between product structure and process structure to be significant but not strong. In general terms, they found that as the product life cycle changes the process life cycle also shifts in the consistent direction, but not necessarily along the diagonal.Some 60 percent of the firms studied did not fall on the diagonal. The researchers propose that this occurred because new management and technological initiatives have eliminated or minimized some of the inherent trade-offs found on the Product-Process Matrix. They classify these initiatives as processing technology, product design and managerial practice (e. g. , TQM and JIT). Definition Of SME In China Abstract Chapter 1 Introduction 1.1 Background A large number of Small and Medium sized Enterprises (SMEs) came out in 1980s as China has been moving from a centrally planned system towards a market-oriented economy. State-owned enterprises (SOEs) have been involved in the economic reforms. Until the end of 2004, major SOEs rapidly change into small and medium non-SOEs. At the same time, many SMEs sprouted as the implementation of non-SOE promotion policy. Nowadays, Chinese SMEs have increasingly contributed to Chinas economic growth. As recorded until 2007, there are 42,291 medium-sized enterprises and 2,327,969 small enterprises which represent 1.78 percent and 98 percent respectively of the total number of enterprises operating in China. The output value of SMEs contributed at least 60 percent of gross domestic product (GDP) as well as generating more than 82 percent of employment opportunities in China. Since SMEs growth rapidly and pay the critical roles in Chinas economic, in order to improve SMEs performance, the governmen t has provided various ways to support SMEs such as introduced promotion law in 2003, issued a document State Council on Encouraging, Supporting and Guiding the Development of Private and Other Non-Public Owned Economies in 2005 and published the SMEs growth project in 2006. Despite the external support, the internal factor such as human resource management (HRM) has been evolving dramatically in recent years. The Chinese labor market is characterized by a vast pool of poorly qualified personnel, more than 15 per cent of the populations are illiterate and many university graduates lack marketable skills. The shortage of top-class professionals and managers is acute, especially in areas such as accounting, HRM and marketing. Aggravating such shortages is the concentration of professionals in the major coastal cities of Beijing, Shanghai and Guangzhou (Verburg, 1996). Human Resource Management in China as new as its market economy, with its traditional personnel administrative system undergoing a period of profound change. Besides, HRM in China are different from those in other countries because of different political, economic systems and social and cultural backgrounds. Therefore, HRM in China faces several problems. First, Chinese enterprises in general do not have a systematic approach to HRM that is consistent with their enterprise business strategy. Second, despite the oversupply of labor, many employees are experiencing recruitment and retention problems. Third, there is a lack of an effective system which links long-term motivation and performance with reward. Forth, there is a lack of coherence and continuity in enterprise training. The growth of human capital is obviously lagging behind that of enterprise profit (Pawan, 2004). Hence, this study aims to find out what are the problems about HRM in Chinese SMEs, what are the roles of HRM in SMEs, how is the role of HRM affect employee performance, and extent where this employee performance affect organization performance. 1.1.1 Definition of SME in China With the SME Promotion Law of China effect in 2003, the new definition of SME came out as well. The new guidelines base on the number of employees, revenue and total assets of enterprises. The SME definition in China is quiet complex. Such as the specific criteria about the total assets of enterprises in industrial sector, including mining, manufacturing, electric power, gas, water production and supply and construction. However, in the industries like transportation, wholesale and retail business, and hotels and restaurants, there is no assets requirement. Guidelines for the industrial sector requires SMEs to employ a maximum 2,000 people, and to have an annual revenue not exceeding RMB300 million. Their total assets should not exceed RMB 400 million. Medium-sized enterprises should employ a minimum of 300 people. Their annual revenue and total assets should not exceeding RMB30 million and 40 million respectively. The rest are classified as small enterprises (Details see EXHIBIT 1-1 ). Consequently, an SME in China may be quite large relative to SMEs in other countries. Therefore, this paper mainly focuses on small enterprises (SEs), including the problems of SE, the survey of SEs, and the recommendations about human resource perspective for SEs. EXHIBIT 1-1 The definition of SME in China 1.1.2 Challenges to Chinese SMEs During the twenty-first century, businesses became more than slim; some became anorexic. Cost cutting achieved impressive short-term results. According to some studies, about 50 per cent of the company cost is the employee salary pay. Therefore, in order to cut operation cost, companies start to cut employee salary. Consequently, cutting the pay for the employee caused employee dissatisfaction and left. In China, the serious problem which the organization faces is the shortage of skilled staff to carry out maintenance and repairs or lack of trained employee. Likewise, one of the significant difficulties of SME is the cost of doing business in industrial areas and host towns are high; physical infrastructure is poor; and operational costs are high. 1.2 Research objectives In general, small firms pay less attention to human resource management than their larger counterparts do (Barron et al., 1987; Hornsby and Kuratko, 1990). The available empirical information on HRM within SMEs suggests that smaller firms make less use of high performance HRM practices than larger organizations do (Barron et al., 1987; Homsby and Kuratko, 1990). This is in line with the finding that small organizations are in general more likely to operate in an informal and flexible manner than larger firms are. For instance, Koch and McGrath (1996) find that, normally, firm size is positively related with the incidence of HRM planning and formal training, and with the level of overall HRM sophistication. Westhead and Storey (1997, 1999) find that both managers and employees are less likely to get formal training in a small firm. In a study by Jackson et al., (1989), smaller companies are found to have less formalized performance appraisals, less likelihood of bonuses based on compa ny productivity and less training than larger companies do. Aldrich and Langton (1997) find that larger companies have more formalized recruitment practices. However, firm size is not the only factor in predicting HRM practices. A large heterogeneity exists in the type and formalization of HRM practices found among smaller firms. Thus, this study aims to find out the problems of HRM within Chinese SMEs, to increase our understanding of HRM practices in SMEs and seek out what are the roles of HRM in SMEs. What is more, the impact of HRM practice will be also considered, via the chain of better HRM, better outcomes, to better firm performance, and then to better and more sustainable economic performance in the national economy. Therefore, this study addressed the following research questions: RQ1: What are the roles of HRM in Chinese SMEs? RQ2: Do the roles of HRM enhance employee performance? If so, which role is the most important? RQ3: To what extent the employee performance affect the organizational performance? RQ4: What are the challenges to HRM in Chinese SMEs? The basic hypothesis is that the roles of HRM improve employee satisfaction. Further, positive employee satisfaction is positively correlated to employee performance. Enterprises are faced with the task of recruiting and retaining a suitable workforce. This is not only a challenge for large enterprises, but also for small and medium-sized enterprises. The increasing attention on HRM in SMEs is a comparatively recent phenomenon. HR- researchers have largely ignored the SMEs, even though smaller companies could be fruitful subjects for empirical investigation because their numbers, the growth-rates and not least diversity in the qualitative aspects of management practices. Traditionally, HRM is not being seen as important as other departments like marketing, accounting, operation. There are two reasons for the lack of interest for the HRM in SMEs. Firstly, the managers and/or owners of the SMEs, often ignored personnel, or HR issues like training and development, performance management, employee counseling etc. It seems that the mangers have the view that HRM is unresponsive or not tailorised enough to their needs, and it is considered too costly and activity to carry for a small organization. The lack of appropriateness, expectation of the activities being too bureaucratic, time consuming and the lack of clarity concerning direct effects etc., has resulted in very limited attention to the approach and the techniques associated with it among management (often without any background knowledge on personnel and HR). Earlier studies indicate even traditional personnel activities are rather seldom used in SMEs. Accordingly, with the growth of SMEs in China, and SMEs have increasingly contributed to Chinas economic growth, we need to pay attention to the SMEs performance, or we can say pay attention to HRM in SMEs. As HRM issue always been ignored, especially in SMEs, the researcher attend to do this research to explore the problems regarding HRM within SMEs and the roles of HRM in SMEs as well as the challenges for HRM in Chinese SMEs. 1.5 Scope of research Based on regional distribution (see EXHIBIT 1-2), 68.58 percent of SMEs are located in the east of China, 20.14 percent in the middle of China, 11.28 percent in the west of China. Small enterprises in the top five provinces make up 48.4 percent of all small enterprises. These provinces are all located in the eastern area of China which is Jiangsu, Zhengjiang, Guandong, Shanghai, and Shandong with 11.6 percent, 11 percent, 10.4 percent, 9.9 percent, 8.9 percent, and 7.6 percent of all SEs, respectively. EXHIBIT 1-2 Distribution of registered types of small enterprises (see EXHIBIT 1-3) is as follows: domestic enterprises in mainland China make up 96.1 percent of the total; HK-, Macao- and Taiwan-based enterprises, 2 percent; and foreign enterprises, 1.9 percent. Meanwhile, private enterprises comprise 66.1 percent of all SEs. EXHIBIT 1-3 Chapter 2 Literature review 2.1 Human Resource Management overview (à ¦Ã‚ ¦Ã¢â‚¬Å¡Ãƒ ¥Ã¢â‚¬  Ã‚ µ) HRM is about the management of an organizations workforce. Managing a workforce first of all requires the presence of a workforce, which calls for activities in the fields of recruitment, selection, appraisal and compensation. Next, the workforce must be organized. Tasks and responsibilities must be determined and communicated. To ensure that employees possess required knowledge and skills, training and development activities can be carried out. Such activities may influence the working climate within the organization, and thus employee commitment and job satisfaction. Organizations may also employ activities that directly aim to improve commitment and satisfaction, either because job satisfaction is a goal in itself, or because it is believed to have a positive impact on organizational performance. 2.1.1 Roles of Human Resource Management In the past few years, roles of HR professionals were viewed in terms of transition from operational to strategic, qualitative to quantitative, policing to partnering, short-term to long-term, administrative to consultative, functionally oriented to business oriented, internally focused to externally and customer-focused, reactive to proactive, activity-focused to solutions-focused. However, these transitions are too simplistic. In fact, the roles of HR professionals are in reality, multiple and not single. In order to create value and deliver results, HR professionals must begin not by focusing on the activities or work of HR but by defining the deliverables of that work. Therefore, Dave, (1997) came out the framework of four key roles of HR professional (See EXHIBIT 2-1). The two axes represent the HR professionals focus and activities. Focus ranges from long-term/strategic to short-term/operational. HR professionals must learn to be both strategic and operational, focusing on the long term and short term. Activities rang from managing process (HR tools and systems) to managing people. These two axes delineate four principal HR roles which are: (1) Management of strategic human resources; (2) Management of firm infrastructure; (3) Management of the employee contribution; and (4) management of transformation and change. In other words, the roles of HR professional are strategic partner; administrative expert; employee champion and change agent. Table 2-1 summarizes the deliverables, metaphor and activities the HR professional must perform to fulfill the role. EXHIBIT 2-1 HR Roles in Building a Competitive Organization Table 2-1 Definition of HR roles Management of Strategic Human Resources This role focuses on aligning HR strategies and practices with business strategy which requires that the HR professional works as a strategic partner, helping to ensure the success of business strategies. Translating business strategic into HR practices so that the business can adapt to change, better meet customer demands and achieve financial performance through its more effective execution of strategy. Management of Firm Infrastructure Management an organizational infrastructure is a traditional HR role. This role requires HR professionals design and deliver efficient HR processes for staffing, training, appraising, rewarding, promoting and managing the flow of employees. HR professionals must ensure that these organizational processes are designed and delivered efficiently. Management of Employee Contribution This role indicates that HR professionals involve in the day-to-day problems, concerns and needs of employees. As employee champions, HR professionals need to understand employees needs and ensure that those needs are met, overall employee contribution goes up. Therefore, HR professionals should be active and aggressive in developing human resource, linking employee contributions to the organizations success. Management of Transformation and Change The final role of HR professional is to management transformation and change. Transformation entails fundamental cultural change within the firm. Change refers to the ability of an organization to improve the design and implementation of initiatives and to reduce cycle time in all organizational activities. HR professionals help to indentify and implement processes for change. Ulrich, in conjunction with Brockbank, reformulated the 1997 model in 2005, listing the following roles: Employee advocate focuses on the need of todays employees through listening understanding and empathizing. Human capital developer in the role of managing and developing human capital (individuals and teams), focuses on preparing employees to be successful in the future. Functional expert concerned with HR practices that are central to HR value, acting with insight on the basis of the body of knowledge they process. Some are delivered through administrative efficiency (such as technology or process design), and others through policies, menus and interventions. Necessary to distinguish between the foundation HR practices recruitment, learning and development, rewards, etc and the emerging HR practices such as communications, work process and organization design, and executive leadership development. Strategic partner consists of multiple dimensions: business expert, change agent, strategic HR planner, knowledge manager and consultant, combining them to align HR systems to help accomplish the organizations vision and mission, helping managers to get things done, and disseminating learning across the organization. Leader leading the HR function, collaborating with other functions and providing leadership to them, setting and enhancing the standards for strategic thinking and ensuring corporate governance. 2.1.2 Strategy Human Resource Management There is a growing awareness of the importance of human resources as well as strategy HRM. An integral component of organizing and staffing is SHR, which is becoming more widely recognized as critical to developing and implementing considered responses to profit pressures (Kawalek and wastall, 2005; Lam and Schaunbroeck, 1998; Murphy and Zandvakili, 2005). As a result, .Much attention has been given to SHR in recent years (Ericksen and Dyer, 2005; Martin-Alcazar, Romero-Fernandez, and Sanchez-Gardey, 2005; Richard and Johnson, 2004). Strategy HRM is an approach to making decisions on the intentions and plans of the organization in the shape of the policies, programmes and practices concerning the employment relationship, resourcing, learning and development, performance management, reward, and employee relations. According to Hendary and Pettigrew (1986), strategic HRM has four meanings: 1. The use of planning; 2. A coherent approach to the design and management of personnel systems based on an employment policy and manpower strategy and often underpinned by a philosophy; 3. Matching HRM activities and policies to some explicit business strategy; 4. Seeing the people of the organization as a strategic resource for the achievement of competitive advantage. SHR is concerned with the contributions HR strategies make to organizational effectiveness, and how these contributions are accomplished (Ericksen and Dyer, 2005) and involves designing and implementing a set of internally consistent policies and practices to ensure that an ganizations human capital contributes to overall business objectives (Baird and Heshoulam, 1988; Huselid, Jackson, and Schuler, 1997; Jackson and Schuler, 1995; Richard and Johnson, 2004; Schuler and Jackson, 1987). The idea that HR management systems can play a significant role in creating success for organizations is not new. Porter (1985), for example, argued that HR management practices can help organizations gain competitive advantage by lowering costs, increasing sources of product and service differentiation, or some combination of the two. 2.1.3 Strategy Human resource vs Traditional Human Resource Strategic HR differs from traditional HR in a number of ways: 1. In a traditional approach to HR, the main responsibility for people management programs rests with staff specialists in the corporate HR division. A strategic approach places the responsibility for managing people with the individuals most in contact with them, their respective line managers. 2. Traditional HR focuses its activities on employee relations, ensuring that employees are motivated and productive and that the organization is in compliance with all necessary employment laws. Strategic HR focus to partnerships with internal and external. 3. Transitioning From HR to SHR Although HR has made great strides in becoming more strategic, it has yet to fully achieve an established role as a strategic business partner. SHR expands the traditional role of I i R from bureaucratic to strategic (Leonard, 2002). Due to the tremendous differences between traditional HR perspectives and SHR, it is not shocking that few organizations are successful in transitioning to SHR (Fisher, Schoenfeldt, and Shaw, 2003). For HR to become a strategic business partner, a complete change in mind-set is needed. Table 1 provides a discussion of the key issues or aspects of HR management and examines differences between what is required for traditional and strategic HR. Fundamental Mind-set Lepak and Snell (1998) report that a survey of 1,050 companies indicated that HR professionals devote less than one-third of their time to SHR activities. Instead, their time is spent on traditional activities. (Fisher, Schoenfeldt, and Shaw, 2003; Creen, 2002). In short, the basic mind-set of traditional HR is very transactional in nature-strict focus on these basic activities does not bode well for perceiving HR as strategic. The most frequently cited barriers limiting HR departments to more effectively contribute to their organizations bottom line were HRs strong focus on administration and the inability to directly measure HRs impact on the bottom line (Fegiey, 2006). This may contribute to a perception that HR merely plays an operational role and is not an important strategic partner. Therefore, SHR requires a different mind-set, one that focuses on organizational transformations, as well as transactions. SHR can play a more consultative role in organizations in which HR profess ionals help organizations achieve goals within the larger organizations HR system (Creen, 2002). Additionally, SHR can be more involved in transformations using change management techniques instead of strictly focusing on the transactional activities. SHR can fulfill an important role in change management by helping upper management understand the fear of change and the negative reactions to it, as well as ameliorate anxiety and prepare the work force for change. It appears that some HR professionals recognize this need (cf., Harvey and Dentà ³n, 1999), but it is uncertain if HR is currently prepared to take on such roles. View of Organization Some contend that HR professionals suffer from a lack of vision when it comes to the big picture of the organization {Leonard, 1998). HR management tends to hold a micro view of the organization and HR managers are viewed as somewhat insular, focusing solely on their HR departments and on day to-day operations. In fact, many HR professionals see the HR function as a separate entity and are not involved in finding business solutions{Caudron, 2002). For example, HR planning often takes place separately from the overall strategic planning process and only at set intervals (e.g., annually). Additionally, HR planning is often used as a means of convincing top management to allocate sufficient resources for HR rather than to enhance the organizational performance process (Lam and Schaubroeck, 1998). Although HR planning is important in its own right, even the most sophisticated HR planning processes are ineffective unless done in concert with the organizations overall planning process (Dav id, 2005; Lam and Schaubroeck, 1998). HR should develop a broad and far-reaching vision and understanding of where the organization is headed and how it can help steer the organization in that direction (Leonard, 1998). The importance of the need for a fit between HR strategy and the overall business strategy cannot be over emphasized. HR needs to focus on recruitment alignment, selection, compensation, discipline, training, reward and recognition processes, and leadership development with the strategy and goals of the overall organization. HR must understand the business and make a business case for its decisions, programs, and practices to receive full acceptance at the planning table. Education and Training Another area where HR needs enhancement to become more strategic is in its formal education and training (Meilich, 2005). First, many HR practitioners do not have formal training or education in HR management. Recently, the Society for Human Resource Management surveyed members concerning the strategic nature of HR. Surprisingly, only 35 percent of the respondents indicated that their highest level of education completed involved a concentration in HR (Fegley, 2006). Additionally, many HR professionals do not have business degrees, often reflecting inadequate knowledge of business principles and practices. The survey revealed that only 20 percent of the respondents indicated that their highest degree completed was a B.B.A. or MBA (Fegley, 2006). Consequently, many HR professionals may not have adequate understanding of business concepts that are critical for acceptance as a strategic partner. HR has the potential to positively affea numerous important business activities but HR profe ssionals need to strengthen their knowledge of HR practices and regulations as well as financial knowledge, especially in the areas of business finance, financial planning, and accounting, to do so. While a change concerning HR education and training is needed, traditional HR education should not be abandoned. Rather, its important to develop business-related capabilities to complement the technical HR capabilities that HR professionals already possess. Critical Skills Another potential barrier to strategic HR management is the basic skill set or competencies that traditional HR professionals possess. Like lawyers, HR professionals are trained to be orderly, keep accurate employment records, complete documentation, and protect organizations from litigation (Green, 2002). Although such skills are necessary, many HR professionals mistakenly see this as their only job. Senior managers need HR professionals to serve as problem solvers, conflict managers, coaches, and liaisons with considerable organizational savvy (Green, 2002). HR practitioners must re-examine their existing skills and competencies to meet these new challenges. IIR professionals may look to develop additional skill sets such as critical thinking, strategic planning, project management, organizational analysis, consulting, and change management (Hayton, Cohen, Hume, Kaufman, and Taylor, 2005). This is quite a shift from what is traditionally expected, but it is essential for HR profess ionals who are working to become strategic partners. View of Employees Traditionally, HR views employees as heads or costs to the organization. With traditional HR serving mostly an administrative function, this attitude is somewhat understandable. However, this view is certainly not strategic in nature, and surely will become even more problematic as the United States experiences the labor shortages that are forecasted. The tight labor market of the present and future will make recruiting and retention top priorities in most organizations (Leonard, 1998). Hnder these conditions, the margin for error is small and the costs associated with selecting the wrong employees or losing the right ones is exacerbated. Therefore, it is critical to view employees as extremely valuable sources of produaivity and innovation. Timeframe As previously discussed, traditional HR professionals focus more closely on the transactional aspeas of their jobs. Most of these transaaional functions fulfill immediate needs of the organization and have a near-term deadline. As a result, most traditional HR practitioners are somewhat short-term in their focus. In contrast, SHR requires a long-term focus encompassing both the immediate and future needs of the organization. SHR must anticipate where the company is going to be in five to six years and help organizations understand the impact of changing demographics and expectations of the work force (Leonard, 1998). Process/Outcome Orientation when it comes to the bottom line, many believe HR has generally been out to lunch (Leonard, 1998). Some HR professionals seem more concerned with processes than with results. While issues concerning processes (e.g., employee participation, fairness, due process) are important, IIR must place more emphasis on results and work to understand how internal decisions and actions affect the bottom line. To accomplish this effectively, HR needs to measure the effects of its systems and processes, and demonstrate their impact on the bottom tine to gain equal status in the strategic planning process. Currently, fewer than half of HR departments have an established method to measure the effectiveness of their strategies (Fegley, 2006). Through measurement, HR can help demonstrate its value to the organization while tracking how well the organization is implementing various policies, systems, and initiatives, and ensuring that the desired behaviors and processes support the organizations strateg ic goals (Pfeffer, 1995). Risk HR professionals are typically risk averse, tending to err on the side of caution as they comply with the myriad laws and regulations. HR is often seen as the entity that stops companies from doing the right things (Caudron, 1997) rather than helping companies achieve their goals and objectives. One can argue that extreme caution may be appropriate in some circumstances; however. traditional HR can generalize this approach across its functions. More risk taking is required in todays business environment. Organizations must now respond to change faster and with greater risk while operating in an unpredictable internal and external environment (Briggs and Keogh, 1999). HR practitioners should display a willingness to try new things to meet the challenges of todays global marketplace (Leonard, 2002). Response to Change HR should accept some blame for the stumbling blocks experienced in working to achieve equal status as a strategic business partner. Chief among these problems is the HR professions resistance to change (Leonard, 2002). As a group, HR practitioners have been slow to respond to changes in their jobs and in the business environment. Perhaps the most critical or damaging instance is the slow acceptance of technology. Originally, numerous HR professionals viewed technology as something that would eliminate many of their jobs, rather than enhance their roles and responsibilities. Purthermore, some were reluctant to give up their paper-based processes (Leonard, 2002). This reluctance to accept technology damages the professions image and makes HR slower to react to workplace changes, To become more strategic, HR must accept and respond to changes in the business environment. In addition to ensuring their own viability, HR professionals should show more responsiveness to change in the futur e. HR Systems and Practices Perhaps to simplify and standardize their policies and practices, traditional HR often prefers a one-size fits-a
